Winter Park Towers is a 34.37 acre retirement community for active seniors located on the shores of beautiful Lake Berry off of Lakemont Avenue in Winter Park. Excel Engineering Consultants, LLC worked on the development of a Land Use Plan revision, Planned Unit Development, preliminary site planning, stormwater, drainage and utilities. As part of our services we coordinated with the City of Winter Park Planning, Zoning and Engineering Department, as well as the St. John’s River Water Management District.

The project is situated at the end of Seminole Avenue off of McCulloch Road in Seminole County. Excel Engineering Consultants, LLC is working with The Keystone Group on land planning and design of a 55 and older planned unit development on 2.52 acres in Seminole County.
Once the Planned Unit Development is approved the project will consist of 48 dwellings that will be deeded as a 55+ community. Future services to be performed included permitting with Seminole County, SJRWMD and FDEP (Water & Sewer). Issues with the PUD included compensatory storage, design of one wet ponds and design of approximately 850 of County Roadway.
This site design concept provides an efficient and economical site design. Total project costs including offsite construction costs were approximately $38,000 per acre, which is very reasonable for this type of project.

Arborview Park Townhomes – Ovideo, Florida
The project is situated near the intersection of Alafaya Trail Boulevard and Dalton Road in Seminole County. Excel Engineering Consultants, LLC performed land planning, permitting and design services for a 23.2 acre Planned Unit Development (11.64 acres utilized for townhomes) in the City of Oviedo.
The Planned Unit Development included 130 townhomes and five commercial parcels. Services performed included permitting with FDOT (Driveway Connection and Utility Right-of-Way), Seminole County, City of Oviedo, SJRWMD and FDEP (Water & Sewer). Issues with the PUD included wetland mitigation, compensatory storage and design of three wet ponds.
This site design concept provided an efficient and economical site design. Total project costs including offsite construction costs were approximately $128,000 per acre, which is very reasonable for this type of project.

Celery Lakes – Sanford, Florida
The project site is situated within the City of Sanford approximately 1 mile south of Lake Monroe. The site is a typical flatwoods with silty soils and a high groundwater table. The depth to the seasonal high water table is approximately 2 feet. The site has a 16-foot relief from one end to the other in the north-south direction. The site was designed to take advantage of the site’s natural slope. Three stormwater ponds were designed for the Master Stormwater System. The pond at the lower end served to lower the water table of the other two ponds, which were situated in the middle of the project. This enabled maximum stormwater attenuation within the ponds, which allowed the pipe sizes to be significantly reduced. The stormwater system as designed enabled the roadways and building pads to follow the natural terrain and minimize earthwork. The sanitary sewer lift station was situated at the lower end of the project thereby enabling the sanitary sewer pipes to follow the natural terrain as well. This design concept enabled an economical and efficient design without sacrificing quality, or functionality.

The Master’s Academy – Oviedo, Florida
The project is situated near the intersection of Slavia Road and S.R. 417 in Seminole County. The project is a 32-acre project in a typical flatwoods with silty soils and high groundwater table. The project was designed to provide maximum site utilization while meeting stormwater management requirements and keep site development costs to a minimum.
The majority of the site improvements are located at the south end of the project adjacent to Slavia Road while the ball fields are located near the north end of the project. A canal running in the east-west direction and under S.R. 417 bisects the project site. The project has six drainage basins as defined by the topography and FDOT. A small pond was situated adjacent to the asphalt parking lot to take the stormwater runoff and provide the first level storm attenuation. Three stormwater control structures serve to control the discharges. Two structures route storms to different basins along S.R. 417 while the third routes the storms to a larger pond to the north. The larger pond in the rear provides all of the pollution abatement volume for the site and its share of the stormwater attenuation.
This site design concept provided an efficient and economical site design. Total project costs including offsite construction costs were approximately $35,000 per acre, which is very reasonable for this type of project.

San Jose Mission – Dover, Florida
San Jose Mission is located in Dover, Hillsborough County, Florida off of Martin Luther King Boulevard and Valrico Road. The project was successfully permitted with SWFWMD, Hillsborough County, Hillsborough County EPC, FDOT, CSX RR and FDEP.
The project consists of a mixed use residential development situated on 39.06 acres of land. The characteristics of the site are consist of pine flatwoods with wetlands, silty soils with hardpan and a high water table. All of the wetlands were preserved. The project consists of 5 stormwater retention ponds for its 5 drainage basins. All of the ponds are interconnected. The project at build out will have residential apartments, daycare facilities, and community centers.
SWFWMD, Hillsborough County, Hillsborough County EPC, FDOT, CSX RR and FDEP permits were successfully obtained.
